The City passed an interim control by-law freezing land development for one year. The by-law was passed at closed meetings. The Court held that while Ontario law provides a statutory exception to the usual need to give notice and have hearings for interim by-laws, the requirement that meetings be open is not diminished by this exception. The by-law was quashed.
