(Transportation / judicial review / duty to accommodate)
Via bought 139 rail cars at a discounted price, but refused to modify them to make them accessible to people using wheelchairs.  Via argued that its cars were accessible if people used Via's own wheelchairs while on the trains.  The Court ordered Via to modify some of its cars to ensure that at least one car on each of its routes is accessible to people using their own wheelchairs.
